Relevance of the Roundtable for the conference theme ‘Partnering for Success: how M&E Can Strengthen Partnerships for Sustainable Development’

The Roundtable is about the first experiences with M&E of strategic partnerships between the Ministry of Foreign Affairs and NGOs. IOB will present the design and functioning of some strategic partnerships, with special attention for the M&E systems. IOB will also discuss the  question to what extent the instrument of strategic partnerships contributes to the achievement of sustainable development goals and how this could be measured.

Abstract of the Roundtable

In the last couple of years, the Ministry of Foreign Affairs of the Netherlands  has signed strategic partnerships with various NGOs in the Netherlands and abroad. Strategic partnerships have been set up regarding e.g. lobby and advocacy, chronic crises, sexual and reproductive health and rights.

These partnerships go beyond traditional funding relationships between the Ministry and NGOs. The idea of strategic partnerships is that both parties contribute to the achievement of particular strategic development goals by joint and complementary action. Each of the partners has its own identity, expertise, experience and networks. It is expected that by joining forces, more can be achieved than if the partners would operate in isolation (‘added value’). Strategic partnerships are based on mutual trust and respect for each other’s roles and responsibilities.

The strategic partnerships also contain M&E arrangements. Apart from M&E of progress regarding the goals to be achieved, attention is also given to M&E of the application of the instrument of strategic partnerships. The roundtable will focus on the M&E systems in use and on the first experiences with these relatively new tools, particularly on the question to what extent the instrument of strategic partnerships is applied and has added value for the achievement of sustainable development goals.
